Okay getting really frusterated.
I have tried every setting to ensure maximum screen brightness.
So please do not respond prompting me to go to Advanced Power Options and Disable the Adaptive Brightness.. already been done... All my settings in power options are all the way to the right. ( max brightness)
And however.. as soon as I unplug my power source the brightness still dims. Once I plug it back up its back bright and vibrant. Please help !

Sorry to hear about your frustrations.
I don't have your specific model/product number so I can't confirm what graphics you have, but I'm assuming you have Intel Integrated graphics.
What I suggest is going into your Intel Integrated graphics control panel and adjusting power/colour setings there.
This depends on the configuration so unfortunately, the steps below may be very different:
- Right-click your Desktop
- Select Intel Graphics Settings
- Navigate to Power
- Adjust On Battery setting there
- Navigate to Display
- Head to the Colour tab
- Adjust settings

Oh my gosh thanks so much for your help ! @kem579
It went a little bit different from how you explained but your lead got me in the right direction.
Ive had been on chat with HP tech support agent and a windows Tech and they both told me it was a battery issue. The Laptop is brand new and never been used... so i found that hard to believe.
For me it went :
Right - click on desktop
Clicked on AMD Catalyst control Center
Clicked on Power
Clicked on Power Play ( manage graphics processor performance when your notebook is running on battery or plugged in. )
Changed Batter: to Maximize Performance ... and sure enough the brightness went back to full (as it was when it charges)
Thanks so much for your help ! I can now 100% enjoy this laptop.
