Same problem for me on HP pavillion 14-ce3514sa notebook . I have done the following. ... used the HP smart tools which show no hardware issues and all is supposedly fine. Then  a full reset like factory which worked for a while until I began adding and customizing for two users then it started all over again. All windows updates are installed. This must be some kind of startup or bios issue as once restarted all works fine. To date have not seen a proper solution so is HP taking it seriously or not! I will not be buying a HP product again. I have Acer laptops that are far more reliable.
