Several months ago I faced a problem with my synaptic driver.Sometimes I had a problem with this driver. For instance, I couldn't scroll using my touchpad. I realized I can fix the problem by rolling back and updating the driver!
But it became very annoying so I uninstalled the whole driver and reinstall it using windows Update.
Then I faced another issue with my touchpad. It used to click without touching the touchpad. It was extremely annoying when I wanted to write something.
Again I unistalled that driver and installed the HP driver for my notebook for the windows build 1903 using this trick
But my problem is that I don't have synaptic control panel. Also, the touchpad section of my windows doesn't recognize my touchpad so I can't scroll using my touchpad at all!
Is there any way for installing the synaptic control panel?

Don't worry as I'll be glad to help, I have a few troubleshooting steps we could try to fix the issue:
Firstly, perform Hard Reset: Follow steps from the link: https://hp.care/2GnkMa8.
Next step, BIOS default:
- Turn off the computer and wait five seconds.
- Press the Power button to start the computer and repeatedly press the F10 key to enter the BIOS setup menu.
- On the BIOS Setup screen, press F9 to select and load the BIOS Setup Default settings.
- Press F10 to Save and Exit.
- Use the arrow keys to select Yes, then press Enter when asked Exit Saving Changes?
- Follow the prompts to restart your computer. Once it's done uninstall the Touchpad device,
Next, uninstall Touchpad device from device manager.
- Press Windows+X to open the menu, and choose Device Manager on it.
- In the device manager, expand category "Mice and other pointing devices".
- Under this category, right-click on your Synaptics Touchpad driver and click on Uninstall.
- You may be required to confirm the uninstallation. Check the box next to "Delete the driver software for this device" and click OK button.
- Restart your PC for the change to take effect. After restarting. Windows will attempt to reinstall the driver.
- Do not perform any manual upgrades to the driver until it does automatically

thanks for your response
Now I can modify my touchpad setting using the windows setting but still synaptic control panel was much better since I could enable edge scrolling. Also, scrolling speed setting in windows is similar with the mouse wheel which makes some trouble when switching to mouse (for the touchpad I want to have fast scrolling but for the mouse wheel I need a slower speed).
