HP Pavilion - 14-ce3600sa

Hello, ever HP laptop I have ever owned has had this problem and I was told it was a bios issue but thought I had reset my BIOS settings. I don't know why it does it, help.

 image is of my going over the buttons whilst the ctrl al del page (forgot what you call it) is on screen and I am trying to select Task Manager and it goes black but if I move away or click off it then it stops flickering and screen will stay on.

Update BIOS:

Hello, I have tried all the steps above and still the problem persists.

 

I have a second display and the screen on that doesn't flicker when used with my laptop.
