Sorry didn't get near my computer last night due to a world cup qualifier. I can't remember the docking station brand but it was a fairly basic one and i can confirm at least the USB 3 port works fine. I think any brand will do.
When I shut down the computer the other night there was a major update (including a BIOS update) and who knows, this may have done something for the USB C port. I will test it once I collect the adaptor which is sitting at the mail office depot way out of town grrr.
I have no idea how to report this issue to HP directly sorry. I think for you try to buy a USB powered mini docking station, it worked for me.

Now I claim that this problem has been solved! After some research, I found my the type-c port pf my laptop is not a HDMI one. It is a DP 1.2 instead. And a post on Chinese forum had enlightened me that some certain cables/converters may work. I consulted engineers of HP China and they told me this laptop can output image but they don't know what kind of cable I should buy. So I take my chance and bought a cable that specifically mentioned that it can only work with devices that have DP ALT mode. And it works!
In a nutshell, if your device that has type-c ports are DP ports, please buy cables/converters/hubs that support DP ALT mode.
I am using a CableCreation CD0042 type-c to HDMI cable right now, and nothing goes wrong yet.

I checked the specifications of your laptop. It doesn't say your type-c port support any means of video transfer. But you are ok with your dock. I really don't know what's wrong with your laptop. Good luck dude!

I don't know what has changed, but since today I get a video signal through my USB-C port again (HP ENVY x360 15-bp007ng) again. When I turned it on today, the battery was completely empty. Maybe that played a role in resetting everything.
I am using a "Minix NEO C" USB-Hub (https://www.amazon.de/gp/product/B0711CXRPH/ref=oh_aui_detailpage_o00_s00?ie=UTF8&psc=1), and from its HDMI port I tried successfully:
- HDMI->DVI-D cable to connect an old Samsung SyncMaster 191T (1280x1024 @ 60Hz)
- HDMI 2.0 -> HDMI 2.0 cable to connect to an ASUS PG278 (2560x1440 @ 60Hz)
Configurations that did NOT work:
- HDMI->DVI-D cable with the ASUS screen. (It could be the screen requires a dual link DVI-Cable, but this old cable might just be HDMI 1.x to single-link DVI-D. Even at lower resolutions the screen was not detected by the laptop)
- HDMI 2.0 ->DP cable with the ASUS screen. (It could be that this cable only works in the DP->HDMI direction, i.e. when I use it to connect a Gfx card's DP port to the monitor's HDMI 2.0 port. That connection does work)

... and while I was writing the previous post on my desktop computer, the Envy went into sleep mode and when I turned it on again, there was no video through USB-C anymore.
Cold shutdown of windows (holding the power button for 10sec), clean reboot (shutdown /s /t 0)... nothing seems to help.
