I have an HP Envy laptop, prod #: 1KT13UA#ABA. When connect the laptop to an HP 24" external monitor via a usb-c to VGA adapter, the screen is blurry/out of focus. I use the same adapter connecting a Dell laptop to the same HP monitor without any issue. Please advise on solution.

Well, I don't know your Dell machine but definitely its USB-C port is different with your machine USB-C port. Looks like your monitor is very old. Does it have Display Port (DP) ? If yes, please use USB-C to DP cable.
Regards.

wow ... I didn't expect this is the solution provided by an HP expert level 19 (whatever level 19 meant). Isn't usb-c port an industry standard? Why HP provide a usb-c port different from others. Obsolete monitor? What makes you made such an assumption? It's an HP N246V with HDMI, DVI and VGA connectors. Can you define an 'old HP monitor', any HP monitor without a DisplayPort , and I don't believe it's call "Display Port"? Check out the definition from Wiki (https://en.wikipedia.org/wiki/DisplayPort).
