OK...here's what you probably need to do:

The notebook originally came with W7 from HP, and someone upgraded it to W10 with the Bluetooth turned off with the HP connection manager software.

The HP connection manager software doesn't work on W10, so the Bluetooth remains off.

The only way to turn the Bluetooth back on without having to reinstall Windows 7 is to do this:

Make a bootable USB Ubuntu installation flash drive.

Here is the link to the Ubuntu operating system download:

Select the first one (Ubuntu Desktop).

Get Ubuntu | Download | Ubuntu

Here's how to make a bootable Ubuntu installation flash drive:

Create a bootable USB stick with Rufus on Windows | Ubuntu

After you make the bootable Ubuntu installation flash drive, boot from it and select the option to 'Try Ubuntu without installing.'

See if you can turn on the Bluetooth in Ubuntu.

Once you do that, exit out of the Ubuntu installer, shut down the PC.

Remove the Ubuntu installation flash drive, turn on the PC, and when you get back into Windows, the Bluetooth should be present.

If you need to install a driver for the Intel Bluetooth, let me know.

The main thing is to get that Bluetooth device manager category to show up.

Reminder: If you see a Generic Bluetooth adapter under the Bluetooth device manager category, it needs the Intel 1030 Bluetooth driver, or if another unknown device shows up, then that is the Intel Bluetooth in need of a driver.

Below is the link to the parts list for your PC.

HP PartSurfer

It comes with an Intel Centrino Wireless-N 1030 Wi-Fi/Bluetooth adapter, so you probably need to install the Intel Bluetooth driver for that model Wi-Fi adapter.

Intel® Centrino® Wireless-N 1030, Single Band

Go to the device manager.

There should be a Bluetooth device manager category.

Click to expand that category and let me know if you see a device labeled as a 'Generic Bluetooth Adapter.'

If you do not see a Bluetooth device manager category, then there should be a device listed as an Unknown device that needs a driver installed.

If you see that, post the hardware ID for the unknown device so I can figure out what device it is.

Use this guide for how to find the hardware ID for a device:

You're very welcome.

If that is the only device that needs a driver, you need this one for it.  It's not the Intel Bluetooth device.

HP 3D DriveGuard Software

sp64144.exe

Is there a Bluetooth device manager category in the device manager?

You're very welcome.

Unfortunately, there isn't any other ways to get the Bluetooth to work that I know of.

It's pretty easy to make and use the Ubuntu trick.
