What is your HP Envy 14 ? Please use the following instructions to find out the model/product of your machine:

Do you know what is its wireless card ? Please check in Device Manager (Network adapters).
Regards.

Your machine is a CTO machine therefore no available specs. It has Intel Centrino Advanced-N 6200 AGN wireless card and this card does NOT have Bluetooth. Only drivers for Windows 7 are available for your machine
You machine may not have Bluetooth at all or it MAY have a separate Broadcom 2070 Bluetooth module elsewhere. Please try the following driver
ftp://ftp.hp.com/pub/softpaq/sp74501-75000/sp74543.exe
Regards.

@banhien
Originally I my computer did have bluetooth capabilities while running windows 7. I do believe you are correct it was a Broadcom 2070. However the driver you sugested did not seem to fix anything. Is there any other action that is needed to turn on the bluetooth capabilities? There was on windows 7 however I dont seem to have that function still.
I Also found this under the battery also.
Broasdcom BCM92070MD_REF
I believe this is indicating the Bluetooth Module you mentioned.
Thanks

This problem has been around for few years now, not HP but Dell and Lenovo have the same and Broadcom closed its door for this problem. Please try the following one
http://ftp.hp.com/pub/softpaq/sp73501-74000/sp73899.exe
And sorry, I won't be able to dig more again. Very time consuming. Hope someone can jump in to help you if the above driver did not work.
Regards.
