That is a very common issue with the Ralink RT3290LE 802.11b/g/n 1x1 WiFi and Bluetooth 4.0 combination adapter and the newer releases of W10.
That card only worked half decently on the first two releases of W10 back in 2015.
If it needed a driver (which it doesn't because W10 automatically installs it), the device would be showing up in the device manager.
So, your options are:
1. Go back to an older operating system.
2. Purchase an external USB wifi adapter.
3. Replace the internal wifi card with this one...It should work, but I can't guarantee it 100%.

The cards is readily available on eBay or Amazon.
Search by the HP part number, not by the model number of the wireless card.

HP does have W10 wifi and Bluetooth drivers for the Ralink 3290 wifi card, but they won't do you a bit of good.
