As an update to this post, recently I noticed that my laptop WiFi signals and speeds have been great. I noticed that a new network driver was installed (20.0.2.3) 10/1/17.  This has fixed the problem that I was experiencing.  Don't know exactly when it was installed, but must have been recently. I'm glad that Intel/Microsoft finally fixed this as I was thinking that the 8265 card was no good or just bad in my laptop. The signal strength with this driver is very good, and I hope it stays this way.
