Hi, I have a problem with my spectre x360 pc I recently bought.
First, many further settings of control panel such as Network and Sharing Center, Home Center, and etc. don't open or open with a huge delay.
Second, I can't install some programs including Google Chrome. The installing process doesn't proceed from the initial process. It doesn't seem a certain software's problem.
Finally, it disappeared now but when I started the computer first, a certain point on the touchscreen was perceived as touched continuously, bothering any other input to the laptop.
Though I live in Japan, I bought my laptop on Amazon USA because no spectre x360 with Intel core i7 cpu was available in Japan. So, could you please let me know if I can received the service from HP Japan if needed?
For the first mentioned matter, I saw another user's same problem on the forum but it seems reinstalling is needed. I'm afraid I can't handle by myself, so I can solve the matter in Japan, without need to send my laptop to US, I would appreciate it.
Those functions, especially the network and sharing center, is a kind of urgent. I understand it's holiday season now, but I would be grateful if you can help me soon.

Hello KayYi,
Thank you for sharing your concern of your HP Spectre X360. Please find a couple of tests that you can try and that should resolve the issue.
1) Turn the computer off. Unplug the charger. Now, press and hold the volume down and power button for about 15 seconds and then let go. Replug the charger and then restart the computer. Check if you are able to use your computer.
2) To update the BIOS :
Before you begin updating the BIOS
- Product number
The product number is usually located on a sticker on the bottom of the computer.
- In Windows search for msinfo32.exe, and click msinfo32.exe in the list of results.
- In the System Information window under the System Summary category, look for the BIOS Version/Date entry. This is your current BIOS version.
- Go to the HP Software & Driver Downloads webpage.
- Navigate to the product page for your computer model.
- Select the operating system (such as Microsoft Windows 8.1 (64-bit)) your computer is running, and then click Submit.
- The webpage lists the available updates for your computer. If a BIOS category is listed, select BIOS.
- If a BIOS category is not listed on the webpage, the original BIOS version already on the computer might be the latest available.
- If the update is newer than your current BIOS version, choose the correct download for your processor and follow the on-screen instructions.
- If the version of the listed BIOS is the same or older than the current BIOS on the computer, you may exit this procedure. The computer does not require a BIOS update at this time.
- Click Download, and when prompted, click Save as to save the file to a convenient location, such as your desktop.
CAUTION:
Do not select the option to Run a BIOS update over the network.The BIOS image is now saved to the computer. Continue to the next section to install the BIOS update.
Step 4: Installing the BIOS updateOnce you have downloaded and saved the latest version of the BIOS to your computer, you will need to install the new BIOS image. Installing the BIOS update will take a few minutesCAUTION:
During the BIOS update process, the computer will beep, the display will turn blank, the cooling fans will turn on and off and the power button will flash. These are expected behaviors. To prevent damage, do NOT attempt to shut down or retart your computer until the BIOS update process has completed.To install the BIOS update, follow the steps below.- Connect the AC power supply to the notebook. Do not disconnect the power supply during the BIOS update process.
- Close any open programs and temporarily disable your antivirus software. Remember to re-enable the antivirus software after the installation is complete.
- Locate the BIOS file (example filename: sp12345.exe) that you downloaded and saved to a convenient location on your computer.
- Double-click the file to start the installation and follow the on-screen instructions.
- Wait for the installation to complete, and then restart the computer when prompted.The latest version of the BIOS is now installed on the computer.

I have read your post and understand that you are performance issues with the PC. Is that, right?
I will share couple documents form HP via links below. I request you to try them and check those articles will help you fix the issue on the PC.
Try doing the first article and check if that improves the PC performance.
If that doesn’t work, perform the diagnostics and check if there is any hardware issue on your PC.
Use the link below to perform he diagnostics.

If the PC hardware is fine, then you may restart the PC back to factory settings and check if that helps you fix the issue.
This should solve the issue. Let me know for more solution.
