You need to change to use s3 instead of s0 if the problem is the modern standby.
this is just my honest opinion. I do not have your model PC but from looking at problems like you have the new power management and the latest windows updates seem to be the problem.
Did the problem occur when you first go the laptop or did it show up after a few feature updates?
If you have cloud recovery you could do an HP factory restore.

I looked at BIOS upgrade history and did not see anything related to fixing the power
You might run the hp support assistant and see what it recommends

The power management option shows up only when sleep state is S3
it is possible to disable modern standby

I disabled modern standby with :
reg add HKLM\System\CurrentControlSet\Control\Power /v PlatformAoAcOverride /t REG_DWORD /d 0
After i restart the laptop
the power management option appears on the Wifi driver, I could disable power down

This doesn't completely solve the problem but improves it a lot.
What works best is the Windows "Power mode" setting.
in "performance" mode I hardly see the problem anymore.
Furthermore, when there is a problem, I lose the Internet connection but the data is still exchanged via the WiFi connection!!!
For me, there is a problem with the reinit after waking up from sleep....

You might contact support and advise that you had to disable modern standby to fix the problem. if no one complains nothing will be done about it.
