Brand new out of the box
Doesn't have any bluetooth or network connection options on my display screen therefore isn't discoverable on my home network
I have tried 20x plus turning on and off, factory reset, network reset the blue light will not come on. This is a straight replacement HP printer (HP ENVY 5544) which never had a problem in connecting wirelessly so I don't believe my network set up or security setup is blocking it in anyway.

True - HP Smart (application) uses Bluetooth and Location services for the initial connection.
The printer does not support Bluetooth as a means to operate print / scan or stay connected to your network.

You may use the Embedded Web Server (EWS) to configure your printer's network / IPv4 settings.

Unfortunately, I do not have and example of your printer's EWS configuration as described in your user manual.
The following examples, are both for different printers than your own.
The images illustrate some of the information you might expect to see.
Example – EWS Setup – IPv4
EWS > HP Document / How-to (original format)
Use the HP printer Embedded Web Server (EWS)
NOTE: Find printer IP address
Section Open the EWS over a local network orientation
Ethernet
Open your Browser > Type / enter the Printer IP address into URL / Address bar
Tab Network > Wired (802.3) > IPv4 Configuration
Wireless
Open your Browser > Type / enter the Printer IP address into URL / Address bar
Tab Network > Wireless (802.11) > IPv4 Configuration
As Available:
Tab Network > Wireless (802.11) > Advanced
Network Interface on / off, Network SSID name, Security Settings, Passphrase / Password
Select and connect to the correct SSID / network name for the bandwidth you are using.

Note: It is not mandatory that you use a manual / static IP address. Doing so can improve stability.
Example – Alternate EWS format (Select new printers and some Laser Printers)
Open your Browser > Type / enter the Printer IP address into URL / Address bar
Section Network > Primary Ethernet > Check / Adjust Status and other tabs...
Open your Browser > Type / enter the Printer IP address into URL / Address bar
Section Network > Wi-Fi > Section IP Config > IPv4
Notes
- It is not mandatory that you use a manual / static IP address. Doing so can improve stability.
- If needful and if supported, set the Band Frequency to the frequency you want the printer to use.

A fantastic and very detailed answer, thank you for taking the time to construct the reply.
I completed just about every option on your response and eventually went through to HP Tech support who went through their thorough process and deemed the printer faulty so it has now been picked up and I await the replacement.
