HP Recommended

After many hours of PC rebuild the problem is exactly the same. On this Laptop 20Mbps download 35Mbps upload on wifi.  On my older work laptop 210Mbps download and 35Mbps upload.  Is it of any relevance that the Upload performance is the same on both machines?
