We ignore the error message from Dism command and will look at this later ...
(1) Download and install
HP PC Hardware Diagnostics Windows v2.1.0.0
(2) Run "HP PC Hardware Diagnostics Windows"
- (click) Component Tests
-- (click to expand) Wireless Networking
--- (check) [x] Wireless IRQ Test
--- (check) [x] Wireless ROM Test
---- (click) Run selected tests
(3) Please report your results

I ran the hardware utility. It didn't list everything you wanted to check but I checked everything available. Tests said everything was ok. I ran the network reset like you asked. It didn't fix anything. I checked the settings like the instructions said and everything is set like it is supposed to be. Nothing has changed. Still saying Wi-Fi doesn't have a valid IP configuration.

(1) Start Windows <Device Manager>
- Right click and uninstall device
(2) Restart Windows
(3) Test wireless connection
(4) Please report back
