Hp spectre can not detect android phone. Once phone connected it will straight away act as a charger only. I tried usb debugging on my phone but still no success

Try updating the BIOS and chipset drivers on the PC to the latest version and check if it helps.

Have you tried checking with a different USB cable or a different USB port?
Are you able to use a different device on your PC?
Please share the product number of your PC to assist you better.
Download and install the drivers from the smartphone manufacturers website directly and check if it helps.
Try the steps recommended below.
Press Windows Key + X and choose Device Manager from the menu.
Locate your Android device, right click it and choose Update Driver Software.
Click Browse my computer for driver software.
Now click on Let me pick from a list of device drivers on my computer.
From the list choose MTP USB Device and click Next.
After the driver has been installed, your Android device should be recognized.
If the issue still persists Use a different USB cable, Install driver from phone manufacturers website and Enable USB debugging on your phone.
Update Driver for Android Phone Manually
Step 1. Go to Start> Control Panel.
Step 2. Click “System and Security”, then “System”.
Step 3. Click “Device Manager” on the left list.
Step 4. Locate and expand “Other devices” or “Portable devices” and find the driver. If there is a problem with the driver, it should be labelled with a yellow exclamation mark.
Step 5. Right click on the driver and choose “Update Driver Software…”.
Step 6. Successively choose “Browse my computer for driver software”> “Let me pick a list of device drivers on my computer”, then hit “MTP USB Device” and click Next. Once the driver is updated, connect your device again.

As I said my HP spectre can't detect my android phone (samsung note 4 ). it will only act as a charger which means that even when I go to the device manager of my laptop there's no yellow exclamation point which you assume there is when I plug in my phone either in USB-A or the 2 thunderbolt port on my laptop. HP can't detect it. I have tried using other portable device such as flush drive, external hard disk, printer and HP travel dock on its ports and all is working well. I have also tried changing usb cable but the same result, it can't detect any phone. I also tried connecting my android phone through HP travel dock. Only the travel dock is detected the Android phone is not but it automatically start charging. I have to remove my phone memory card and plug-in to memory card slot of my laptop to copy files which is very annoying. Please check below my Laptop model.
