I followed the troubleshooting and I downloaded the network driver from HP website. It was a little strange because when I restarted I could not connect to wifi (same error screen as before).
So I went to device manager as I read I can roll back an update but the box was grayed out. So I decided to do an update from device manager and restarted, wifi is now fine again.
For whatever reason the laptop speed has dramatically improved so I'll monitor it over the next few days.

I had this problem with a brand new HP a6 7310 note/laptop only when trying to connect to certain (public) wifi spots, NONE of the staff solutions fix the problem neither do the long drawn out solutions found all over the on the internet (some just plain techno babble in which they try to sound intelligent), the only way to fix it on the as of now new a6 7310 notebook is as follows- TYPE "device manager" into windows (10) search bar- SCROLL to "network adapters"-SELECT "realtek rtl8723be''''''''''''''''''''''''''''''' wifi adapter" (which is the route cause of the problem)-RIGHT CLICK and "update drivers" use the internet to find and auto install option and thats it.

NONE OF THE STAFF SOLUTIONS FIX THE PROBLEM FOR HP A6-7310 NOTE/LAPTOP, INSTEAD type "device manager" into windows search bar, scroll to "network adapters" select realtek wifi adapter (first one on list) right-click select update drivers, select use internet to source and windows to auto install then update THATS IT
