I have the Exact same thing, I have a DV7 as well.
All of a sudden the battery was at 0% (plugged in, not charging). When removing the battery and pluging it back in again it "charges" for 2 seconds and then stops (still at 0% -> plugged in, not charging).
When running the HP diagnostics it tells me this:
Status: Replace (40)
Charge Capacity; 88%
Failure ID: REOOW
Battery Age N/A
Remaining Capacity 0.0mAh
Current: 0.0mAh
Terminal Voltage: 4360 mV
Design Voltage: 14000 mV
Cell V1: 2189 mV
Cell v2: 913 mV
cell V3: 617 mV
Cell v4: 642 mV
Status: 4ADO
What does this mean?
I do understand that it says "replace battery", but my computer is not that old and it does say 88% Charge Capacity which I understand as that there is still a lot life left in it....

Hi,
I have a dv7-2280eo. The warranty is probably long gone 😕
What makes me sag&mad though is that this seems to be a software lock that prohibits me using the battery even though
the stats from it shows me that it should definitely have juice left...

You can use this tool to run a battery check and also calibrate the battery. Try that and let me know if that helps you with your battery issue.

I have a dv4 and have the same problem.
When the computer is off it will charge, when I turn it on with the battery installed and the power connected it won't charge. I tried all the suggestions but nothing worked.
Finally, I tried another power supply from my dv7 and it works fine. So the power supply is bad. And I just purchased this laptop today. Guess I'll be going back to the store or calling HP for a new power supply.

Just an update. I tried the Power Supply from the dv4 on my dv7 laptop and it charged the battery even while windows was running. Although it stated the PS is under rated and I should use a stronger PS. I figued this since the PS supply for the dv7 is 120 watts and the dv4 is 65 watts.
So it seems the PS is ok.
Then I found another trick to try.
Turn off the PC
Remove Battery
Unplug the PS
Hold the Power button for 30 seconds.
Plug in the PS only
Boot into windows completely
Replace the battery while it is booted up.
Now it's showing that it is charging. I shut the pc down and restarted Windows and it's still showing "Charging".
I hope this fixes it and not just a temporary fix.
I really want to keep this PC and this was the last one they had.
Note: When I run the Battery check in the HP Assistant I get a Red Battery with a Status to Replace. "The battery is reporting a failure and needs to be replace as soon as possible."
Hopefully, I can get this replaced by HP warranty.

I would recommend contacting HP support at 1-800-474-6836 to have the power supply replaced under warranty.
