Hi,
This was not a fail.
This is an indication that F11 is either missing (not present) or corrupt. What you encountered means that F11 option was not started and Windows just showed 2 options based on the fact that last shut down was not "expected" or "regular".

Windows 7 have only local accounts. The official suggestion is that your should reimage the PC (reinstall Windows). You may also follow some other suggestions available online.
Since your friend gave you this PC and for security reasons, it is also recommended that you reinstall the operating system before using it - you never know what is there on the PC, (who) and how used it, so best practise suggests fresh clean Windows.
If this PC never had Windows OS preinstalled (not an OEM installation, not something this PC came with), you will have to use your own version/license of Windows
If this PC originally arrived with Windows OS preinstalled (OEM installation with a lic from HP - COE sticker similar to this one >here< ), you should order and use HP Recovery media.
You can contact HP support to see if they can offer you original recovery media for this computer (a.k.a. recovery DVDs or USB).

Option 2) If there is no recovery media at HP, you can try to contact

to see if they can offer you such recovery media
Once you get the recovery media, you should boot from it (F9 option) and install Windows.
