My HP laptop, 15-F010DX running Windows 10 64-bit, had this problem untiltwodays ago. The HP Support Assistant kept failing on installing an upgrade of the MEI and the intel chip utility. I went to https://downloadcenter.intel.com/download/25095/Intel-ME-11-Management-Engine-Driver-1-5M-for-Intel-... and installed just the MEI myself. I was shocked to find that my shutdown problem was gone!
Next day I installed the chip utility myself from Intel as well and it installed successfuly. The HP Support Assistant now sees my system as current.

And you still have sleep/wakeup issues?
Yes, I do. Ever since upgrading to WIN10, my HP XW8600 Workstation will not sleep, unless I mute the volume. Go figure. I reverted back to WIN7 and did another upgrade after the last major WIN10 update, but it still does the same thing... won't sleep unless volume is muted.

That's really strange. Maybe you should verify that the MEI is not there by checking Settings>Device Manager>System Devices>Intel Management Engine. It installs by default, and I am willing to bet that it is there.

Finally, a solution that works. I disabled via device manager the Intel Management Engine Interface, and now it is sleeping well. I don't have to press the power button to get it back, and not even muting, it is working just fine 🙂

I figured out what the problem was with my Probook.
A while back I replaced the optical drive with a second hard drive. This worked fine with Win7. It turns out that the $5 caddy I used to install the second HDD has a grounded "diagnostic" pin in the SATA interface. That did not matter much to Win7, but Win10 apparently cannot tolerate it. A little fiddling with a knife took care of it and now the laptop sleeps like a baby when it needs to.
