HP Recommended

I ordered and received a new HP 17a toner cartridge.  It has a plastic cover on the toner roll that does not come off.  I am afraid to begin using it for fear of damaging my printer.  Has anyone had the same experience?  I may have gotten a defective cartridge.  HP's website is useless.

I need a picture of the cartridge.
This picture should clearly show which protection you cannot remove, plastic cover?
