I purchased a magenta 201x toner cartridge on ebay for my hp laser printer. It does not work in my printer even though it is the right cartridge for my printer. The box says "Intended for distribution within the appointed territory in Europe, Middle East, and Africa only. Unauthorized distribution may result in legal action." Is this cartridge formatted differently if it's intended for another country. Is there any recourse for someone selling a cartridge intended for another country?

If box states as you indicate and you indeed have product that will not work with your printer as it currently sits. It would only work if you replaced all your cartridges with same regionalized cartridges and then change the region code on your printer, which you can only do twice so that is not really an option I would recommend, instead I would contact the vendor and if you were sold this as a US compatible cartridge demand a refund or correct replacement. If you purchased and failed to read a warning in the listing you are probably out of luck.
