889 Compliance Form

We have ordered replacement maintenance cartridges for our office plotter previously but I cannot order until I receive an 889 compliance form from HP. This is a new government requirement that has been in place since mid-August 2020.  I looked on the website and cannot find any information or office that I should send this form to for signature, or request a copy of one that HP may already have on file.  My understanding is I cannot purchase with a government purchase card until I receive an 889 form from the vendor.  Can you direct me to the right person or protocol I need to do to obtain this form so that I can order a plotter cartridge?  Thank you!

I am purchasing Model # 17m-cg1013dx and need a letter sent to me for regulatory compliance 889 Telecommunications and Surveillance ban of HP Models laptops and state none had used the Chinese Manufacturers impacted by the US Gov't ban.
