I have followed numerous trouble shooting steps already available on here.
I have ensure the cartridges are correct, inserted properly with all tags removed.
I have gently cleaned the electronic areas.
I have uninstalled and installed the printer.
I have unplugged and re-plugged after 60 secs whilst switched on.
I have updated the fire???. I have run HP doctor and the only part it is failing on is the last, the test page.
Is there anything else I can do?

There are two possible scenarios.
1. defective cartridge -> install a different working cartridge to confirm
2. defective printer -> install the cartridge in the different working printer to confirm.

thank for the reply.
so the fact that both the colour and black aren’t working, and they were purchased at different times, tell me it is unlikely to be the ink.
I don’t have another printer to install them to try.
if we work on the hypothesis that it’s the printer, what can I do?
