Microsoft Windows 10 (64-bit)

The Print Quality Diagnostic goes not print any of the black block, yet the black text prints fine and the blocks have nice sharp black borders.  I have thoroughly cleaned the print heads.  Priming a simple text document produces a blank page.  Has HP put in some firmware to prevent printing using non HP Inks.   I am led  to believe this is the case - which is illegal in Europe as I understand things.  

Can HP advice me how to get this printer working with black ink - how can it be selectively printing black?
