Can a HP ENVY PHOTO 7858 that uses HP 64 Ink use 303 Ink cartridges.

The short answeer is "no".

The more detailed answer:  Your Envy Photo 7858 printer is designed to use HP 64 or 64XL cartridges for printers sold and used in the US.  The HP 303 and 303XL cartridges are for printers used in Europe, the Middle East or Africa (EMEA). 

If your printer was originally purchased in the US but you have moved to one of the EMEA countries you would need to Contact HP to request a "Regionalization Reset". There should not be any charge for this, it is covered as part of the cartridge warranty. You will need to have access to your computer and printer while on the line with HP. You will also need to have a set of cartridges for the new region, once the reset is complete cartridges from the original region will no longer work.  HP's web page on the subject is here.
