Color Print is unevenly colored.

I've replaced the color and black cartridges twice. I always use HP cartridges and make certain they are not expired. I have cleaned the cartridges a half dozen times and checked the alignment too. When printing the Print Quality Diagnostic all of the color (not black) blocks are uneven with horizontal bars of various darkness. The same thing occurs when printing a picture.
