HP OfficeJet 3830 All-in-One Printer

I purchased a new HP 63 2-pack (black/tri-color) from WalMart. It printed less than the 20 pages I requested in color before telling me the color ink cartridge was low and the last 3 of those pages printed were striped and way off in color. Clearly, a defective cartridge. So, I returned to WalMart, who said because the package was opened, it could not return it and I needed to call HP. I purchased a new one so I could finish my job (it is working fine). And today I'm trying to contact HP. So far I've gotten some 3rd-party based on what didn't look like an ad at the top of the page but was. Ended that call. Attempted to work through virtual assistant to get answers. Doesn't work. Unable to figure out how to chat or call HP otherwise, so here I am. 

I see that someone else posted a similar problem almost two years ago and the only response was from a "helpful volunteer", no HP response, so I'm not very hopeful by posting here, but trying.

Please advise how to get a replacement cartridge. Who to chat with or talk to.
