I've created a custom print setting to print Draft Quality /High scale gray in my shortcuts but it always want to print with the Factory Default. So every single time I want to print a document I have to go into Properties and change it to my setting then print. Needless to say this is extremely annoying. Does anyone know how to make my saved settings the default????? Oh, and I thought perhaps I can change the default in the HP Smart app but when I try to see if that's an option under Advanced Settings, it says "This feature is unavailable"

Caveat: I've not seen Windows 7 in a number of years.
I am not sure whether the Draft setting will "stick" in a Custom Print Shortcut.
Some settings do not stick. Just don't.
If the setting will stick as expected, then fine -- that's not the issue.
One other place to check is how you are assigning the "preferred" shortcut.
For example, open Printing Preferences directly and select the Shortcut to be used to create the Custom Shortcut.
A good general choice -- Start with the standard Shortcut Everyday Printing (or similarly named).
Edit as wanted... Create new Shortcut - Name and...
Apply / OK to exit --
Presumably the preferred Shortcut will stick until you change it to something else.

Select Printer > Manage > Printing Preferences

Tab Printing Shortcuts
Select / Highlight your preferred Shortcut
Click Apply > Click OK to exit

My bad ha!
This is what it always pulls up first.
But this is my saved preferences that I have to switch to whenever I print the first time in any program. It's even got a star which you'd think means it's the preferred setting

⭐ Star means it's a custom shortcut - the start is not an indicator of the preferred shortcut.
The preferred shortcut is subtly highlighted to differentiate it from the rest of the entries in the list.
Can you post an image of the Printing Preferences menu without the top cut off?
If you have not yet done so,
Try setting the preferred shortcut to General Everyday Printing (or similar).
General Everyday Printing is a "locked" template - it can be used to test whether you are able to change the default / preferred shortcut.
Reminder -- It is important to open Printing Preferences directly as opposed to opening "Properties" from inside your current job configuration menu.

Windows key > Search for and open Control Panel
Control Panel > icon view > Devices and Printers
Right-Click on your printer > Printing Preferences
Windows 11
Settings > Bluetooth & devices > Printers and scanners
Check the list of devices – Select / Open Printer
Select and open Printing Preferences
