I have the OfficeJet Pro 6978 All-in-One printer and for months now the Cyan has not been printing. I received the same email, and was shipped a new Cyan and Yellow. I installed them and cleaned the print head and checked for any updates. The issue is still not resolved this has been going on for a few months now.

Apologies for the inconvenience. Please reach out to the HP Technical Support team in your region regarding the replacement options for the ink cartridge or to check its availability.
You may create a case on the website to obtain a case number if required. Kindly watch this video to know how.
You may check if the printer/ink cartridges are eligible for a replacement. Refer to - 'Incompatible' or 'Defective Cartridge' message
