I have two new (ish) almost full cartridges. But the quality is terrible. I tried cleaning the cartridges. Every time I do that the reported ink level goes down! But quality doesn’t improve

New-ish is not the same as "new" - printer ink might be dried out?
If nothing else works, replacing the cartridge(s) should resolve the issue.

Thanks to HP Expert @Bob_Headrick for this suggestion for the Envy Photo 7855 (essentially the same model):
I would suggest cleaning the cartridge and printer electrical contacts with a damp lint-free wipe. A clean coffee filter works well for this. After wiping the pads re-seat the cartridge and print a diagnostic page. See the "wiping the cartridge contacts" section in the old document here. The lube crystallization has not been an issue for a couple decades now, but the cleaning procedure still may apply.

Soaking the printhead can often help if the issue is a clogged printhead. I typically recommend using a teacup with about 1" of hot water, and soak for ten minutes.
