@Debra659, Welcome to HP Support Community,

Thank you for posting your query; I’m here to help by guiding you through steps to resolve this issue

The error code 0X83C0002B with "NOS_LOADER_APP" on your HP ENVY 4520 All-in-One printer suggests that there is a problem with the printer's firmware, possibly preventing the ink cartridges from moving. Here are some steps you can take to troubleshoot and resolve this issue:

Step 1: Power Reset

  1. Disconnect the power cord from the rear of the printer while the printer is on.
  2. Unplug the power cord from the wall outlet.
  3. Wait for 60 seconds.
  4. Plug the power cord back into the wall outlet and then connect it back to the printer.
  5. Turn on the printer and check if the issue persists.

Step 2: Check for Obstructions

  1. Open the ink cartridge access door.
  2. Make sure there are no paper jams or obstructions inside the printer that might be preventing the ink carriage from moving.

Step 3: Update or Reinstall Firmware

  1. Visit the HP Support website and enter your printer model.
  2. Check for any available firmware updates and follow the on-screen instructions to update your printer firmware.
  3. Update the firmware on an HP printer | HP® Support

I hope this helps.

Please feel free to reply here if you have any questions or if you need further clarification on any of the steps.

Take care and have a good day.
