Product: HP LaserJet M611

Hoping to get some help with a HP LaserJet M611, the printer keeps ghost printing or kind of leaving tiny dots of printed ink all over the page. 

 

I updated the printer firmware to the latest and changed the humidity level to alternative and didn't fix it. 

We got a whole new HP brand Maintenance Kit and swapped out the fuser and roller and didn't fix it. 

Put in a brand new HP Brand toner and didn't fix it. 

I've ran the cleaning process dozens of times to no change. 

I've also cleaned out as much as the inside with a damp cloth/can air as possible. 

 

Seems like if you let it rest awhile the first few pages are good and then it starts to ghost print and start dotting with ink. 

If I run a bunch of blank pages it will also clear up but shortly start ghost printing again. 

 

Not sure what could be wrong?
