HP 950 XL Black toner not in white bag or taped?

I recently purchased an HP 950 XL black replacement cartridge from 2 separate sources (Ebay, Amazon)

On both occasions, the box was sealed but when I opened the outside box, there was a loose ink cartridge inside. Not white bag containing the cartridge and no orange tape covering the ink hole. 

Am I missing something? Why is this happening? When I watch videos of unboxing HP ink cartridges, they always come in white bags to keep the ink cartridge moisture free etc.

This feels like a counterfeit product.

That is normal for HP 950XL.

The ones that are sealed in the white bags have printhead integrated on the cartridge, the HP 950Xl doesn't have a printhead and there is no need for additional packaging.

HP 950XL  cartridge is coming only in a card box, no seals, no plastic, no tapes.
