So when I go to print a document (From Chrome, from Firefox, from my laptop (windows 10), from HP Smart, from Windows Photos, no matter how I print there's always a extra blank white space added to the top of every page (and photo) and it cuts the bottom few lines off of every page.
On the photo, it adds like 3/4 of an inch to the bottom of each photo (~2 cm), and on the documents it adds an extra thick margin to the top, cuts a bit off of the bottom (purple box on the document shows here the image actually ends) and blue shows the consistent border around the page we should be seeing.
I have reinstalled windows and changed nothing in HP Smart and it still does this, I think it's a printer setting to do with margins but I cant access it anywhere on the printer.

I understand there is a margin when you print documents and photos.
Change print settings from the app you are printing from.
- Open a document, photo, or webpage, click File, and then click Print or click the Print icon
to open the Print window.
- Open the printing options. The button or link name depends on the app you are printing from.
- Windows 10 Photos app: Click More settings at the bottom of the settings list.
- Microsoft Word: Click Printer Properties.
- Paint and WordPad: Click Preferences.
- Click the tabs on the top of the window or click Advanced to access available settings for your printer.
Scale or resize the printout: Print to fit on different paper sizes, scale to fit selected paper size, or change the percentage of the original size that prints under Resizing Options on the Features or Effects tab.
Minimize margins: Print close to the bottom edge of the page. This setting is on the Advanced tab.

Sorry I didn't get back to you sooner, my email did not notify me of the response.
I changed all the settings so there were no extra margins, and made sure the paper I was using and the software was configured for Letter. However when printing duplex there was still the same problem, an extra margin on the top and the bottom of the document being cut off. Here were the print settings I used in Firefox, and the Windows settings:
