Operating System: Microsoft Windows 11

I should be able to change the Print Quality settings to Econo Mode, Normal, or Fine Lines, but in the Paper/Quality tab of the printer preferences, the Print Quality dropdown is disabled, and cannot be changed from Normal.

 

The printer automatically installed the HP Color LaserJet Pro M478f-9f PCL-6 (V4) and I have also installed the HP Smart app--nothing has allowed to select the options that are shown on the document above. I have tried uninstalling all printer drivers and associated files and reinstalling but that did not help. I have tried resetting to factory default both in the software and on the printer. No help either. 

 

My print quality has gone significantly downhill and I can't figure out why so I wanted to see if changing the settings might help because I've already tried all the other options, including changing toner, etc.
