HP Ink cartridges tampered with

I Purchased a box of 950XL /951 at Staples for $142.00. The warranty date was September 2026. I opened the box at the store only to find all 4 cartridges in the box not individually wrapped and without the sealed tab . The manager told me that it is customary for them to be packed like that…. I took his word and took them to my office and replaced the depleted cartridge and the screen acknowledged the new cartridge and it displayed “ Used HP Cartridge” instead of “Genuine HP Cartridge “. 
could this package has been tampered with ?

The ink cartridges are coming in a box only, not individually packed in a foil that is a correct.

Does the printer work and is the ink level 100% full on each cartridge?

If you print supplies status page it will provide you information for each cartridge about first installation date, check it.
