I purchased new HP 950xl/951 cartridges from Office Depot.  They came sealed in an HP box but cartridges unsealed in plastic. Is this normal?

Yes, the 950/915 are packed in card boxes only to avoid plastic.

Thank you for answering,  Just to be sure of your answer,  I'm referring to the actual sealed plastic around the individual cartridges.  I would think that plastic is still required to keep the cartridges from leaking and drying out.  There wasn't even tape over the ink hole.

No plastic at all. Only an ink cartridge in the card box. The ink can't dry out because the cartridge has a valve (small ball and a spring) that prevents leaking and drying of ink.
