Any idea on how to problem solve the printer settings when the settings go to 200% printing regardless of how many times I set it to print at 100%?

Settings for ?
- Printing Photos / Images using the HP Smart application?
- Printing using the Full Feature Software?
- Printing using a different program / software / application? For example, Adobe Reader DC where size is left at other than 100%
- Copy - a printer function where Resize is stuck / selected at percentage?
Have you tried anything to solve the problem?
For example,
- Uninstall / Restart / Install full driver printer software?
- Check / Adjust settings in Adobe Reader DC
- Check / Reset Copy defaults (if using Copy)
- Reset the printer?

This issue happened when I attempted to print from my Surface Pro in any software, Adobe, MS Word, webpages, etc. It also occurred when attempting to copy a document from the HP 8710 (All-in-one) printer on the document feeder. I also attempted to print from my iPhone via e-print & same results - 200% printing.
Weird though--> it did not print/copy in 200% when I placed a copy on the flatbed scanner glass. I checked the preferences on the printer screen on the device and each time I choose NONE for resizing, it reverted back to 200%.
I did a uninstall & reinstall of the HP driver & HP Smart software. After the install the issue did seem to resolve itself.
