Tried everything, printer doctor says everything is ok and color and ink levels are good. Heads cleaned several times. No error message. However, the printer will not print red color.

I see that you are facing incomplete printing issues with your HP OfficeJet 3831 All-In-One Printer wherein it does not print in red color. 

 

Please follow the steps listed below to uninstall and reinstall the drivers.

That didn't help, I had to replace the color cartridge with a new one, and now oké.
The defective one was seldom used and not empty, but never printed the red color .
Can I claim a replacement?
