Product: HP Smart Tank Plus 551 Wireless All-in-One

HP Smart Tank Plus 551 will not print in color or black.  Cartridges are full, but when I run a print test it indicates that the issue is depleted ink levels.  When printing the color is very faint and seems to be skipping lines for both color and black prints.  Is it possible cartridges are clogged?
