My hp oj 4620 starts up and sounds alarm for install cartridges, after installing cartridges it never resets and never changes from install cartridges screen.  Another thing is the cartridge carrier never moves to the replacement area in the printer, it always stays parked on the right hand side. I have tried numerous times to reset by unplugging the printer for 60 secs, I have tried using #6 to reset and still nothing.

I see that the printer is not recognizing the ink cartridges and the carriage is stuck.

 

Kindly perform the steps mentioned in this document - Carriage jam or E3 error

Also, check for paper jams inside the printer - A 'Paper Jam' Error Displays on the HP Officejet 4610 All-in-One, Officejet 4620, Deskjet Ink

 

Insert one ink cartridge at a time to identify the defective one. Follow the steps in this document - Ink cartridge errors

Use HP inks.

 

If the issue persists, I'm afraid this is a hardware issue as the carriage does not move freely.

If the printer is out of warranty, I suggest you upgrade the printer. You may visit Hp Store to check the available printers.
