HP Photosmart 7520 e-All-in-One Printer

Is this a typical condition?  I on-line purchased from Staples and just received / installed HP564 OEM ink cartridges (3 color, 1 black print, 1 black photo) for my HP Photosmart 7520. The printer's ink level graphic display (and printed report) shows black ink level at 100% full, photo black and yellow at 80% full, and magenta and cyan at 60% full. I understand that these are "estimated" levels however, am I wrong to expect all levels to show 100% full after spending $100+ for OEM ink? Thank you.

That's going to be tough, if you try to return it to the seller they will probably not accept it because they are open.

All 5 ink cartridges should be 100% full after replacement. There is some maintenance that consumes ink when new ink cartridges are installed but the level should be the same for all 5.

Thank you!  Best to pursue resolution via Staples or directly with HP?  If HP, any recommendation where to begin?  Again, thank you SO much!!
