I can't print anything or print a report or do a cleaning because of the printhead problem. The cartridges look ok, I've replaced cartridges too. Also, I haven't been able to print color for a couple years despite having color cartridges and replacing them with new ones.

If you're facing a printhead problem with your HP OfficeJet Pro 8028 and can't print or perform maintenance tasks, here are some steps you can try:
Check for Error Messages: Look for any specific error codes on the printer display. If you see one, it might indicate a specific issue.
Power Cycle the Printer: Turn off the printer, unplug it, wait for about 60 seconds, then plug it back in and turn it on. This can sometimes reset any temporary issues.
Clean the Printhead:
- Open the printer cover and remove the cartridges.
- Locate the printhead (the part that the cartridges sit in).
- Gently wipe the electrical contacts on the printhead and the cartridges with a lint-free cloth or paper towel slightly moistened with distilled water.
- Reinsert the cartridges and close the cover.
Use the HP Print and Scan Doctor: Download and run this tool from HP's website. It can diagnose and fix many printing issues, including printhead problems. HP Print and Scan Doctor
Perform a Hard Reset:
- With the printer turned on, unplug the power cord from the back.
- Wait for about 60 seconds, then plug the power cord back in without turning the printer on.
- Wait for the printer to fully start up.
Check for Firmware Updates: Ensure your printer’s firmware is up to date. You can check for updates through the HP Smart app or the HP website. Update the firmware on an HP printer
Print a Self-Test Report: If you manage to access the printer menu, try to print a self-test report or a demo page directly from the printer’s control panel.
