Operating System: macOS 11.0 Big Sur

I recently bought some genuine replacement toner cartridges on Amazon - 950XL (black) and 951XL (colours) only to discover that they did not work as expected.

They were shipped from the UK to Australia. How can I change my regional settings so that I can use these cartridges?
