So printing in either color or black and white is very faded, almost smeared looking.  The black is closer to a dark blue tint.  Nothing is solid.  I've tried adjusting the print quality, looked around in the settings, and can't seem to find any solution.  I received the printer in December of 2020 and it worked fine then.  It's been about 9-10 months since it's been used until now.  Could the ink cartridges just need replaced?  Does ink expire?  Any help would be greatly appreciated.

Yes, nine-to-ten months is too long to wait.

Nine or ten weeks might have been too long....

Printers like to be used about once a week, more often when you can do it.

In between uses, leave the printer switched on so it can complete its self-maintenance.

Yes, I realize that is not always possible - it is "recommended".

 

You'll need to change out the old (likely dried up) cartridges for a new set HP ink cartridges.
