I work with a charity that helps people with printers.  I am working on an envy 4500 that has been discontinued on instant ink.

I have replaced instant ink cartridges with regular ink.  I now have to respond to a connect or disconnect prompt on every print.  When I key disconnect the printer will print.  In addition, the printer panel still has an instant ink status.   How do completely remove instant ink from this printer.  I have reset the power plug, reloaded driver, firmware is up to date.

The printer was previously enrolled in HP Instant Ink. After switching to standard cartridges, the printer still shows Instant Ink status and prompts for a connection decision before printing. Please follow these steps, 

Cancel HP Instant Ink Subscription

Even if the printer is no longer using Instant Ink cartridges, the subscription might still be active or partially linked.

  • Go to the HP Instant Ink Dashboard
  • Sign in with the HP account used for Instant Ink.
  • Select the printer and cancel the subscription.
  • Wait for confirmation that the printer has been removed from the Instant Ink program.

Remove Web Services from the Printer

Web Services enable Instant Ink communication. Disabling it helps remove the Instant Ink status from the printer panel.

  • On the printer control panel, press the ePrint or Web Services icon.
  • Select Settings or Setup.
  • Choose Remove Web Services or Disable Web Services.
  • Confirm the action.

Factory Reset the Printer

This clears any residual Instant Ink configuration.

  • Turn the printer on.
  • On the control panel, press the Back button four times quickly to open the Support Menu.
  • Navigate to Reset Menu > Semi-Full Reset.
  • Confirm and allow the printer to restart.

Reinstall Printer Drivers

After reset, reinstall the latest drivers to ensure clean setup: Official HP® Support
 

Use Only Standard HP Cartridges

Ensure the cartridges are non-Instant Ink and compatible with HP Envy 4500. Instant Ink cartridges will not work once the subscription is canceled. Which cartridges work with my HP printer? | HP® Support

Thank you for your assistance.  The solution pointed me to a possible problem with network connections.   I had the printer connected via USB.  I reconfigured the printer to WIFI.  On the next print i received a message that instant ink was no longer in use on the printer.  The printer is now working fine.  I now assume that removing instant ink requires a WIFI connection.
