Operating System: Microsoft Windows 10 (64-bit)

I don't know whether to open the box or the wrapping and try to clean the cartridge off or just discard them. Don't want anything sticky in the printer. The sticky substance does not clear off the box.  I used GooGone.  It leaves a big oily sticky spot on the paper it is resting on.

It's not coming from the cartridges. There is nothing oily in cartridges.
