Product: HP OfficeJet 4650 All-in-One Printer

We bought three brand new cartridges of HP Ink 63 for our office. They have depleted in about a week for each, the only answers I am currently finding are stating to replace the cartridge, however I would like to know if this is a cartridge error or not. Although we are an office we are not going through hundreds of sheets a day. Shouldn't these be lasting longer? I am unable to find a number to speak with a representative over the phone to discuss this.
