Both cartridges are needed and they cannot be empty and must be genuine to print or to scan.
From Google's AI quote: The HP DeskJet 2700 printer will not scan if it is out of ink. HP All-in-One printers are designed to not work without ink.
Note that this is a user to user forum and I am just the messenger of this bad news.
